Initiate Medical Education Reforms at pre-graduate, post-graduate, nursing level as well as continuing medical education in Kyrgyzstan to ensure quality services from Health professionals, in particular at Primary Health Care level to address the Kyrgyz population’s health needs.
Kyrgyzstan has been actively involved in major health care reforms. Medical Education reforms have been underway since 2007, with financial support provided by the Swiss Agency for Development and Cooperation (SDC) and the technical support of the Geneva University Hospitals and University of Geneva Faculty of Medicine in collaboration with a local implementing partner “Initiatives in Medical Education” and other stakeholders at the Ministry of Health, in the medical education system as well as the health system. Since 2007 the focus of the project has included reforms at Pre-graduate level of the medical education concentrating on the design, reorganization and implementation. Recognizing the need to extend these reforms beyond only Pre-Graduate Medical Education, in 2013 two components of Postgraduate Medical Education and Continuing Medical Education were added. In the second phase from 2017 to 2021 the nursing reform was included, and in the last Phase from 2021-2024 the nursing reform is implemented, the Professional Medical Associations are reinforced and are playing a key role in the establishment of the Independent Centre for Competency Development and Assessment. Over the course of the previous phases many achievements have taken place in: changing processes and legislation; implementing new curricula and approaches to Continuing Medical Education; decentralizing Postgraduate Medical Education, strengthening governance of medical education; developing the role of Professional Medical Associations; and building the foundations for nursing education reforms.
Goals
- Pre-graduate Medical Education: Established and functional undergraduate reform from year 1 to 6 with the necessary institutional governance and organizational structures to enable this to be implemented.
- Postgraduate Medical Education: Changing the concept and paradigm Postgraduate Medical Education with its decentralization as well as longer structured residency training with defined competency requirements.
- Continuing Medical Education: Regulation on the accumulation of credit hours for Continuing Medical Education (CME) was developed as well as strengthening the offer of CME trainings, involvement of Professional Medical Associations in its delivery and decentralization of this training.
- Nursing component: Development of Professional Standards, Catalogue of Competencies, State Education Standards and curriculum to introduce international standards in nursing education, while Raising nurses’ role, visibility and competencies.
Activities
Throughout the years all sorts of activities have been deployed to achieve this Medical Education reforms in Kyrgyzstan. It includes; Training and transfer of expertise, Development of training and management tools, Purchase and provision of Equipment and materials as well as in-depth research studies.
