The main mission is to take charge of institutional psychiatric measures in closed and open environments (Articles 59 and 64 of the Swiss Criminal Code) and to exercise quality control over outpatient monitoring (Articles 63 and 60 of the Swiss Criminal Code).
The Institutional Measures Division (SMI) was created in January 2017 in joint agreement between the Department of Safety and the Economy (DSE) and the Department of Employment, Social Welfare and Health (DEAS) of the Canton of Geneva.
It is affiliated with the HUG Medical Directorate and the Canton Office of Detention. Its implementation follows the gradual opening of the Curabilis inter-cantonal correctional facility in Geneva, which opened its doors in June 2013, and the gradual increase of the number of individuals with psychiatric conditions receiving court-ordered treatments.
